Louie Lujan | Founder & CEO
Louie Lujan founded Summit Government Affairs in 2013. His private and public sector experience includes serving as a Mayor, Director of Government Affairs for a Phoenix-based law firm, and as a Government Relations Director for two national real estate developers. Additionally, Mr. Lujan has been appointed to the City of Phoenix Ethics Commission and Sister Cities Commission where he has held many positions, including Chair of the annual Mayor’s International Dinner. Mr. Lujan is a member of the National Association of REALTORS (NAR), and other various state REALTOR associations. Additional affiliations include the National League of Cities (NLC), US Conference Mayors (USCM), the International City Managers Association (ICMA), and the NAR GAD Institute. Mr. Lujan graduated from the University of Southern California (USC) with a B.A. in Political Science and a Master’s in Public Administration (MPA). He also holds a Master’s in Secondary Education (M.Ed.) from Loyola Marymount University (LMU). Mr. Lujan resides in Phoenix, and takes great pride in serving the community.
Elizabeth Billquist | Government Affairs Manager
Elizabeth Billquist is the Government Affairs Manager with Summit Government Affairs. Her duties include managing client projects, monitoring legislation, conducting policy research & analysis and overseeing the daily operations of the firm. Ms. Billquist began working with Summit Government Affairs in late 2023 and was promoted to Government Affairs Manager at the start of 2025. Prior to working at Summit Government Affairs, she graduated with a B.A. in Political Science and an A.S. in Criminal Justice. Upon graduation from these programs, she was awarded Magna Cum Laude. Ms. Billquist currently lives in the Chicagoland area.
Leanna Payan | Administrative Assistant
Leanna Payan serves as the Administrative Assistant at Summit Government Affairs. Her duties include managing calendars, handling administrative tasks, responding to correspondence, and overseeing the recruitment and onboarding of new interns. She joined the team in January 2025. Currently, Leanna is pursuing a degree in Electrical and Mechanical Engineering at the University of Arizona, where she is a recipient of the prestigious Flinn Scholarship. Her long-term career goal is to contribute to the field of urban development.
Staff Interns
Summit Government Affairs Interns are a valuable part of our team. They assist in the coordination of meetings/projects with clients, city officials, and other key decision makers. Interns also provide support in preparing and delivering letters and reports, drafting memos and e-mail messages, compiling and maintaining spreadsheets, producing briefing books and materials, and other research, administrative and communication tasks. Interns come from universities all over the country and gain valuable experience in understanding how the private sector interacts with federal, state, and local government.
